Consequences of the war in Ukraine for the higher education and research sector
With a few exceptions, all bilateral co-operation between the Norwegian and Russian authorities is suspended, and only the critical parts of the co-operation are maintained. This means that the Ministry of Education (KD) suspends its dialogue with the Russian authorities, and the same applies to KD's underlying agencies.
The government suspends the current Norwegian-Russian education agreement until further notice, and the research agreement with Russia is put on hold. The Research Council's call with Russia is stopped. In the programs INTPART and UTFORSK, which are administered by the Research Council of Norway and HK-dir, respectively, it will not be possible to apply for projects with Russian partners in this call for proposals.
The government is not introducing an academic boycott of Russia, but as a general rule, all institutional agreements between Norwegian and Russian institutions and institutes should be put on hold. Researcher-to-researcher collaboration should be continued if the institutions and institutes consider it justifiable. The Ministry leaves it to the sector to draw the boundaries between institutional collaboration and researcher-to-researcher collaboration.
Ukrainian, Russian and Belarusian students and employees in the higher education and research sector must all be taken care of in the best possible way, and KD requests that the institutions pay close attention to this. KD strongly condems all forms of harassment and asks the institutions to pay special attention to this.
The government is working on measures to take care of students in Norway from the affected countries, including setting up a scholarship program as soon as possible. Cases of urgency the next few days must be resolved locally.
KD also wants the universities and colleges to contribute and offer studies to refugees who may come to Norway in the future and that Ukrainian researchers and academics should be able to get work at Norwegian higher education institutions and is in dialogue with the sector about this.
